Pillagers don't respawn in the outpost in flat worlds

Pillagers don't respawn in the pillager outposts in flat worlds which makes it impossible (or extremely difficult) to make raid farms in Skyblock worlds.

How to reproduce:
1. create a normal world
2. locate an outpost
3. place or break a block in the chunk where the outpost is in
4. change the generator of the world from 1 to 2
5. open the world and test if pillagers respawn

The expected result:
pillagers will spawn in the outpost

The noticed result:
No Pillagers Spawn at All !

this issue might not be important for a lot of people since not everyone does play Skyblock in bedrock anyway.
but it is so important for me and a bunch of my friends. i hope you fix this issue and thanks a lot.
