snowy shepherds house never generate in villages

i visited 100 snowy villages in 10 hours and i found all structure profession house, animal pen, metting point, small/medium house and farm but i couldnt find snowy shepherds house.

if snowy shepherds generate 0%, structure should be: super duper extreme legendary structure and not rare.

plz add this
