Hello, I am hoping you can fix this half slab bug only half of the block can be placed with items I would like to have both of the slabs on both top and bottom block to be placed with items on top of them

Hello, I would like to have the half slabs be able to put items on both slabs instead of  just the bottom half block the top half block will not be able to put items on it such as chests beds etc., I am trying to make a really neat bed frame for a higher level but the top slabs won't allow me to . please fix this half slab problem!
