Drowned don't attack immediately

When joining a world for the first time, Drowned Zombies don't attack you unless you go in water

 

How to reproduce:

1. Create a world
2. Find a drowned zombie
3. Get next to it

Expected results:

The drowned zombie would attack you

Observed results:

The drowned zombies stay still unless you start your swimming animation
