Cannot use name tags

Whenever anyone in our realm tries to use an anvil and a name tag (regardless of how many people are online) the red x appears over the arrow between the 2nd and 3rd slot. We have tried breaking anvils, different amounts of levels, and can't seem to use name tags in an anvil. Even after the most recent update.
