Chinese in function will cause execution error

Summary:

 Unable to recognize Chinese in the function and then it will cause the function to fail

Alternative Steps:

1. In the newest version the function which filled in Chinese(Such as Command /titleraw,/tellraw all the text with) will cause the function to fail. 
2. In the previous version there`s no the problem and I can edit with Chinese. I don`t know if other language will in the same situation.

Expect result:

1. Please fix it, now I can not use native-language and I edit function text with English but is not the all people can understand English
