Minecraft Custom Characters Turn into steve

So I had logged in to my world where I was working on my own resource pack I turned off and on the resource pack to show a friend the diffrence(its a suddle one) and then this happened it did not fix itself till I restarted twice

All Characters turn into steve except those with the old skin system
