Axolotls can't be caught with a bucket

When using a bucket to try and catch an axolotl the axolotl will go into the bucket and immediately be placed back where it was before. The water in the bucket also disappears when the axolotl gets placed down again. I've had this problem for many weeks and nothing I do has helped.
