Sky and Weather Rendering Issues.

Sky Renders fine until a storm or rain shower in the game. It doesn't always happen but occasionally the sky after a storm continues to render a darker color or sometimes the rain can't be turned off using commands. When playing multiplayer I used the /weather clear command and it wouldn't stop raining, however my friend told me that it did stop raining. I also noticed that fire was burning as if it wasn't raining. As you can see in the screenshot below, it's raining yet the fire isn't slowed down. I noticed texture packs make it worse.
