Sticky pistons not extending

I'm trying to make a double piston extender vertically and the bottom one won't extend if there is a piston on top of it.  Not sure why this isn't working, because I have another piston-based machine and it works just fine as of today.  This world is on a realm.  My clips are too long for upload so below are google drive links to the files.
