Tall flowers do not drop themselves when broken by water in a certain way

Steps to Reproduce:

1. Dig a 1 block deep hole
2. Place a tall flower (sunflower, lilac, rose bush, peony) next to the hole
3. Place water on top of the hole by aiming at the top half of the tall flower

Observed Results:
The tall flower does not drop itself.

Expected Results:
The tall flower should drop itself.
