Parity: Spore blossoms can be waterlogged

Due to resolution of MC-220035:
In Java Edition, spore blossoms cannot be waterlogged, the report was resolved as WAI, so I'm instead reporting it here. The ability to waterlog these plants on Bedrock creates a parity difference.
