Superflat world generating at Y -60, making missing clouds.

World

The layers of superflat world are generating between Y -60 and Y -64.

Clouds

The clouds at experimental gameplay are generating at Y 199.

Problem

Clouds are missing at X, and Z. The clouds even look smaller from Y -60.
