Full water visibility at top of water surface

When I'm in water and swimming up towards the surface, the split second before I exit, I have full visibility of what is underwater as if there is no water at all, then it goes back to normal. I discovered this in a swamp and have not tested elsewhere. I am unable to take a screenshot as it happens very quickly.
