Frame time spikes / Stutter / Hitching

I'm having issues with "frame time spikes" in the game. When you cross a certain tile/block the game suffer from a stutter/lag spike". This occurs no matter the graphical settings both in game and Nvidia control panel, I've tested it all.  This happens on several places in the world map. Please help.
