Snow Layer duplication and picking up without silk touch

Snow layers duplicated plus being able to obtain them without the Silk Touch enchantment.

Steps to reproduce:

1. Place a grass, dirt, moss, or any other block that flowers can be placed on.

2. Place a 1 block tall flower and a snow layer on top of that block.

3. Break the block.

Intended result: The block and the flower drop and the top snow falls to the block below.

What actually happens in game: The block, flower, and the top snow drop, and a duplicated snow layer falls to the block below.
