Spawn rates in nether high

regardless of the difficulty mode, the spawn rates are crazy high. when in a nether fortress even on easy, I get at least 10 blazes, 4 wither skeletons, and a lot of regular skeletons. Thats just in 2 chunks it gets even wilder.
