World Resources Packs not downloading before joining Server on PS4

Actually I am trying to join a Server on PS4.
If I join it there is an message popping up askin me to download the resource packs which are needed to join this world. So I hit the Button "Download & Join (8.1mb)"
After that it seems like its downloading but there is actually no Progress at all.
It also says 0,00 / 0,00 MB and still seems downloading.
After waiting more than 45 minutes Minecraft gave me an error Message "Timeout while connecting".
