Can't fire rockets on Xbox one or android phone on any world in survival or creative even a newly created world

I can't fire rockets whatsoever.   Not in creative or survival.  It acts as if I'm just holding any random iten my hand moves but rocket count stays the same and they don't fire.  Tried on Xbox one and android phone in old and newly created worlds
