Can't sprint or swim when affected by blindness

When affected by blindness you can't sprint or swim.

Steps to Reproduce:

1. Type /effect @s blindness in the chat
2. Try to sprint or swim

Observed Results:
The player is unable to sprint or swim.

Expected Results:
The player should be able to sprint and swim.
