Sticky pistons not working underground in flat worlds

Me and my friend have noticed odd sticky piston behavior in flat worlds under the ground. In many of our worlds, sticky pistons do not pull other blocks under the ground. Above the ground, they work just fine, but under the ground they just won't work.
