Starter chests not loeading above ground in 1.18 betta and in 1.17 experimental caves and cliffs

When starter chest is selected to start game instead of spawning near avatar they are spawning deep underground... in cave areas... at first thought they weren't spawning at all untill i dug straight down. I know it's not a major issue but for young children who use this it could be.
