Can't jump on carpets on top of powdered snow

The game thinks that you are inside the powdered snow so you can't jump.

Steps to Reproduce:

1. Place a block of powder snow
2. Place a carpet on top
3. Stand on top of the carpet
4. Try to jump

Observed Results:
You cannot jump.

Expected Results:
You should be able to jump.
