Copper Ore doesn't drop from 2 up to 5 raw copper

The latest Java snapshot changes how may raw copper you get after mining copper ore. The copper ore now drops 2-5 raw copper instead of 2-3. On Bedrock, however, it still drops until 2-3 raw copper, which creates parity issue.

Step to Reproduce
1. Place down around a few copper ore.
2. Mine them.
3. Put them inside the chest individually every time you mine a copper ore.
4. Repeat the steps on Java.

Expected Result
Some copper ore can drop from 2 up to 5 raw copper.

Observed Result
Some copper ore only drops 2-3 raw copper.
