Bought skin packs now cost money

I had bought a plethora of skin/texture/mashup packs on Xbox One Edition that were then carried over to the Bedrock version of the game. Since then I've used them multiple times without issue. Now all of a sudden I can't access them and I have to pay money in order to download them again for seemingly no reason.
