Issue :

UI Scale modifier setting is not visible when not in full-screen mode in Windows 10 edition.

How to recreate :

Go to settings > Video > Scroll down > Go to full-screen mode (Click F11) > UI Scale modifier setting will be visible > Exit full-screen mode (Click F11) > UI Scale modifier setting will not be visible.

    My UI Scale setting is 1 for both Fullscreen and Non-Full screen mode.
