Conduit Night Vision does not work at low Y-coords in some biomes.

I have found that at low levels on some biomes, conduit night vision provides no benefit. It may not be related to conduits directly but the enclosed images demonstrate the issue being dealt with. Other Biomes I noticed this with were Savannah and Forest Biomes.
