When playing multiplayer the Enchantment Table only has 3 enchantments

I am on someone else's server. When I go to the Enchantment Table it only has 3 options and they never change even if I use them, or if I change items to enchant i.e. Shovel has only (Unbreaking I) (Efficiency I) (Unbreaking II) and when I change to an Axe it only has (Bane of Anthropods I) (Efficiency I) (Unbreaking III) and they never change no matter how many times I would enchant them... Same with books, you only have three options :^/
