Pufferfish can deal massive amount of damage to shields in a short duration

Whenever you go near a pufferfish with a shield and stay on it, instead of blocking damage for a second and bouncing the pufferfish back with a cooldown to the shield to block damage again (Having to wait a second or two), the pufferfish just destroys the durability on the shield, while the shield with no cooldown keeps blocking the damage.

 

Through testing this way, a Pufferfish can destroy an Unenchanted Shield in three seconds and an Unbreaking III Shield in about 12-15 seconds.

Steps to Reproduce:

1. Get a Pufferfish in a bucket and put it in a 1 X 1 Hole.
2. Raise your shield by crouching and approach the Pufferfish and stay over it with the shield while crouched.

Observed Results:

Pufferfish stays in the 1 X 1 Hole shredding through shields in seconds, with no cooldown time to the shield blocking.

Expected Results:

The Player's shield should block the first instance of damage from the Pufferfish and push it out of the 1 X 1 Water hole to bounce around on the land, putting the player at risk of Poison damage while the couple of second cooldown occurs on the shield before a player can block again with it.
