Cannot craft gold or iron blocks from ingots in Survival with cheats

Exactly what the title says. I can't craft gold (or iron) blocks from ingots in Survival with experimental features and cheats enabled. Have not tested without cheats, but the recipes still work in Creative. Copper and Netherite blocks are not affected.
