Name tags not working

can no longer use nametags after recent updates? I type in the name like always and it stays on a red X not letting me name the nametag? I'm level 197 so obviously not lacking levels..

This is on a realm, no matter what name is tried, it’s the same. 
other items also cannot be renamed, just tested.
