Floating seagrass in shipwreck

I found some floating seagrass in a shipwreck structure.

Steps to Reproduce:

1. Create a new Caves and Cliffs world with the seed -253116112
2. Teleport to 852 53 2749

Observed Results:
Seagrass generates floating.

Expected Results:
Seagrass should not generate floating.
