A Zombie Village spawned with regular villagers, instead of zombie villagers.

I was exploring my world, and came across a Savannah Zombie Village. However it didn't contain any zombies, despite being newly generated. It did contain two regular villagers, however. One of them was stuck inside a spiderweb, and one was stationed at a workstation in a ruined building. I've included a photo of  the villager stuck in the cobweb. I'm not sure if this is really a bug, or a feature. It seems like a really cool idea, where some villagers survive and try to reclaim their village. But I get the feeling it wasn't intentional, and would need some design changes if it was to be implemented (Like, having some houses be barracaded, with villagers inside. Since currently, without any doors in the village they're sitting ducks once nighttime hits.)
