Odd blocks filling world created in 1.17.20

When a friend and I opened a world we've been working on since last month... We just, saw these two blocks completely scattered around and disrupting previous world generation.
Dune Grass and tile.icicle were the two blocks seen. I'm pretty sure this is a bug-- But I wanted to clarify and show proof.
