Kelp not in creative inventory

I was in my world and needed kelp. I went to nature and looked for a while i even looked at each item individually. But then i checked all the other tabs. No kelp. I searched up kelp and it said it was there in nature. I checked nature more times but still no kelp

 

Steps to reproduce:

1. Go in creative inventoy
2. Go to nature
3. Try to find kelp 

Observed results:

Kelp will be missing until searched up

 

Expected results:

Kelp will be there
