Turtle helmet effect icon/timer flickering

Steps to Reproduce:

1. Wear a turtle helmet out of water
2. View status effects on right side of screen, and then expand to full menu (press Z if on Windows 10)
3. Observe the effect timer

Observed Results:
Effect time constantly flashes between 9 and 10 seconds, and the icon on screen is constantly flickering.

Expected Results:
Effect timer should be constant at a certain length of time, without any flashing.

Original Description:
While wearing a Turtle Shell helmet, the Water Breathing icon flickers rapidly, when not submerged in water.  It pulses, then disappears normally, after 10 seconds of actual use.

Footage not provided because the Nintendo Switch makes doing so a pain.
