Using a lead does not work on horse. Only allows me to mount horse

After the update, when I go to use a lead to tie up my horse, everytime I click the action button to apply the lead to the horse, I mount the horse instead. I also had another player on our Realm try it as well and she got the same result. I can apply the lead to llamas and iron golems just fine, just not horses.
