Light Blocks Can Be Place On Top Of The Sign

For some reason, you can place light blocks on top of a sign.

Steps to reproduce:

1. Create a world

2. Enable Caves And Chiffs Experimental Features

3. Type /give @s light_block in commands

4. Get a sign and place a sign on the ground

5. You can place light block on top of the sign.
