Enchantments on custom items do not work

Custom items can be enchanted, but when you try to use those enchantments nothing happens. For example, if I enchant a custom pickaxe with Efficiency V, it breaks at the same speed as a non-enchanted pickaxe. The only enchantment that is working for mining at least is Silk Touch. I have only tested Unbreaking and Efficiency and they do not work.
