[Experimental] Half-flying Ocean Ruins in a cave (in a dry cave)

Summary:

Found ruins in a cave (dry) and the ruins are half flying. It seems that this is not how generation should be)

Steps to reproduce:

1. Create a world with the "999" seed.
2. Go to coordinates 2169 25 -2669.

Observed results:

The Ocean Ruins are spawned in a dry cave and are half flying.

Expected results:

There should be no ruins in caves (especially dry ones).
