Diamond ore and redstone are not more abundant at lower levels

When you dig into lower levels of deep slate there are very few diamond and redstone unexposed to air. (seems to be even less than found at levels 0 and up, not more)although patches that are alot that are exposed... I dug out a hug areas testing and didn't find any ores at all that were not already exposed.
