[Experimental] Flying water near the shore/land under the sea

Summary:

There was a generation bug and a box of water was formed on land, and next to it, under water, a box land.

Steps to reproduce:

1. Create a world with the "123" seed.
2. Go to coordinates 1947 64 317.

Observed results:

On land there is a box of water, and under water is a box with land.

Expected results:

Generation bugs should be as few as possible)
