[Experimental] Floating water generates over dry caves under the oceans

Summary:

Sometimes the ceiling in caves below the ocean does not form, and the water, instead of flowing, just floats in the air. This is not a specific seed problem!

Steps to reproduce:

1. Create a world with these specified seed.
2. Teleport to the specified coordinates.
3. Check the cave ceiling.

Observed results:

There are floating waters generating on the ceilings of the caves close to the ocean.

Expected results:

The water will flow to create flooded/underwater caves or there will be a ceiling over the cave so that the water doesn't generate floating.
