Cant see cape after use resource pack

when put a resource pack into the minecraft cape that we use will disappear from our vision the problem is if I use the resource pack cape it may still be visible on other people who are not using the resource pack but if other people are also using a resource pack and then yeah your cape or other people cape will disappear .
