mending splits between xp bar and tool/armor not just only to the tool

i have 2 mending pickaxes in my survival:

• a fortune
• & silk touch

no armour nothing just holding my pickaxe and the xp from my skeleton spawner goes to my xp bar and my pickaxe at the same time not just the pickaxe till the tool is full
