Game runs on D3D12 instead of D3D12+, preventing RTX from being enabled

A few months ago all RTX features were working fine for me, but now in 1.17.30.24 it says my device isn't supported.

This seems to occur because the game doesn't use the GPU while running.

GPU: RTX 2080, driver version 471.96 Released 8/31/21 (upd. now it's 497.09 Released 12/01/21)
