Powder snow does not replace blocks when the player hovers directly over blocks

Summary:

When a player hovers directly at a block that the player wants to replace (for example, grass), powder snow does not replace the block, but is placed next to where the player was aiming (as with a full block). It also does not fit the Java version.

The exception is snow layers.

Steps to reproduce:

  1. Mark the block you want to replace with powder snow (e.g. grass).
  2. Aim directly at the placed block.
  3. Place powder snow.

Observed results:

Powder snow will not replace the block, but will fit side by side.

Expected results:

Powder snow will replace the placed block.
