Cannot summon Withers in the new 1.18 generated caves below y=0

Attempting to spawn the Wither boss below Y=0 results in a failed spawn. If anything, I believe it has to do with the fact that, instead of the air in the new caves being registered as cave air, it's registered as void air, therefore not allowing the Wither to spawn where it should normally be able to.
