kelp lod transparency is independent of rendering distance

kelp drop transparency within 16 blocks, the behavior is unique to kelp only. not affecting seaweed, fancy leaf trees, and other transparent/translucent objects.  this bug is associated with MCPE-32737 but was misidentified as work as intended. the lod pop-in/out behavior is extremely obtuse.
