Water texture disappears next to incomplete blocks (from within the water)

Summary:
Water texture (from within the water) disappears next to incomplete blocks. It seems to me that the water texture should disappear only near full blocks, otherwise it looks not very good (looks like a mistake).

Steps to reproduce:

1. Place the water source (at head level).
2. Place incomplete blocks near the water (eg pointed dripstone, bell).

Observed results:
The water tectura (from within the water) will disappear next to incomplete blocks (as well as full ones).

Expected results:
Water texture will not disappear near incomplete blocks.
